Vertical multi-level dialogues

We offer a dialogue platform to link National Government Agencies (NGAs) with Local Government Units (LGUs), provinces and leagues, NGOs, and other relevant actors and institutions to work together for low emission development and (local) climate action. In this light, eight vertical dialogue events will be organised between 2015 and 2018.

Horizontal exchange and networking

The Philippines are not only among the most vulnerable countries in the world to climate change, they are also innovative when it comes to creating adequate responses. On this fertile ground for climate action, combining adaptation and mitigation, we will support learning and the exchange of experiences on the local level through a series of five good practice exchange workshops between 2016 and 2018.

Capacity development

A number of trainings, especially in 2016, support the mainstreaming of climate mitigation into local development plans, and will eventually help to put climate from planning into forward-looking action.


The project activities will be accompanied by applied research looking into questions around the effectiveness and internal functioning of multi-level governance in the context of climate change mitigation and adaptation.
